Introduction - Current
Environment
Today -- more than ever -- school districts are "mandated" to
raise the quality of education and to increase academic performance.
Yet
-- at the same time -- school districts are currently faced
with:
- GASB Liability
Reduction due to a
declining funding base, and in some cases, rapidly changing
Average Daily Attendance (ADA).
- A Maturing
Employee Population which includes
individuals who are tired of teaching but cannot afford
to retire. As shown below, approximately 20% of a district's
teacher population is age 55 and over.
Many districts
have attempted to encourage early retirement through
the use of plans such as the "Golden
Handshake" and
Consultancy/Pasadena -- often with mixed results.
Now there
is a promising alternative, the Supplemental Employee Retirement
Plan (SERP), a program designed exclusively for schools
by Keenan & Associates,
