The Protected Insurance Program for Schools (PIPS) was formed in 2003 to provide workers’ compensation reinsurance protection for public schools and community colleges throughout California. With more than $9 billion in covered payroll and 400 member agencies, PIPS is one of the largest joint powers authorities for risk pooling in the nation. Keenan & Associates specifically developed the PIPS reinsurance program to provide a long-term solution and rate stability for California schools.
